From mid-June through late July 2026, the Board of Directors engaged in extensive deliberations and actions to establish a long-term, legally defensible, and fair strategy regarding unauthorized site residency at Andy Jackson Airpark (AJX).

To ensure focused governance and record-keeping, the Board created a dedicated working channel in mid-June. Over the reporting period, the Board evaluated the legal and administrative distinction between site occupancy rights and club membership status, addressed third-party proxy membership purchases, issued a formal 180-day Cease and Desist notice, discussed physical amenity security upgrades, and filed formal law enforcement trespass reports.

1. Distinction Between Occupancy Rights & Club Membership

  • Occupancy vs. Membership Rights: The Board emphasized that holding a CSS membership does not grant residency, overnight parking, or camping rights at AJX. Land use remains strictly governed by local San Bernardino County ordinances, lease obligations, and site rules.
  • Proxy Membership Review: The Board reviewed a 1-year general membership submitted by a third party on SR’s behalf. The submission lacked a valid USHPA rating and utilized the third party’s contact details, prompting discussions over application validity and site policy adherence.

2. Forum Transparency & Public Communications (June 18–19, 2026)

  • Official Board Response: The Board finalized and published an official statement on behalf of the CSS Board of Directors on the public forum to address general member concerns:
    • Property & Lease Obligations: Clarified that strict enforcement against unauthorized camping, long-term RV storage, dumping, and squatting is necessary to maintain critical land-use agreements with adjacent property owners and municipal partners.
    • Environmental Standards: Affirmed the club’s commitment to upholding local ordinances and preventing environmental and sanitary liabilities at the site.
    • Policy Enforcement: Reiterated that club membership does not grant residency rights or supersede site rules, and that all guidelines apply equally across the entire soaring community.

3. Membership Revocation Review & Scope of Governance (June 16–20, 2026)

Ordinance Violations & Site Risk Analysis

  • County Ordinances & Master Lease: The Board reviewed site risks and noted that unauthorized long-term RV parking directly violated both San Bernardino County ordinances (prohibiting residential RV occupation outside designated parks) and the club’s master land lease (prohibiting unauthorized camping). It was recognized by the Board that camping prohibitions under city and county ordinances are standard public knowledge.
  • Flight Safety Hazards & Direct Warnings: On-site observations conducted directly by the Club Secretary highlighted immediate flight safety hazards (such as RV placement directly in the hang glider landing runoff zone). The Secretary personally confirmed that allowing continued occupancy posed an existential threat to the club’s lease and site access. Furthermore, in a Board communication on June 13, the Secretary confirmed she personally warned SR directly, stating, “I told him again that it’s a risk to the club and our lease, that parking here is illegal.”
  • Administrative Action: Following her safety assessment and direct interactions with SR, the Club Secretary drafted the initial notice to vacate, referencing explicit authority under the CSS By-Laws to revoke or suspend membership in order to mitigate severe organizational and land-lease liabilities.

  • Execution & Refund: Following the majority vote on membership status, the President instructed administration to process the cancellation and full refund for the third-party proxy membership submission attempt on SR’s behalf.
  • Scope of Governance Reaffirmation: The Board reaffirmed that its operational focus must remain strictly grounded in property rights, land stewardship, municipal compliance, and site safety, establishing clear boundaries around land-use enforcement to protect the flying site for the entire membership.

4. Delivery of 180-Day Cease & Desist / Trespass Notice (June 24–27, 2026)

  • Formal Board Resolution: To address documented property boundary violations and unauthorized resource use—specifically after SR was observed driving pilots onto adjacent developer (Encore) property post-eviction—the Board drafted a formal Cease and Desist letter.
  • Key Terms:
    • Immediate 180-day ban from entering or remaining on all CSS-owned, leased, or managed property (including AJX landing zone, pavilion, and parking areas).
    • Immediate prohibition of camping, RV parking, personal storage, and utility usage.
    • Notice that transit across CSS land onto trespassed adjacent properties constitutes criminal trespass.
  • Hand Delivery: On June 26, 2026 at 8:00 PM, the Events Coordinator hand-delivered the notice directly to SR.

5. Amenity Protection & Law Enforcement Reporting (July 9–17, 2026)

  • Continued Site Infringements: In early July, site observations confirmed SR was continuing to access the shade structure and LZ facilities to charge personal equipment and access common appliances.
  • Utility & Amenity Restrictions: The Board discussed potential operational safeguards and agreed they would be prudent measures; however, none have been formally approved or implemented yet. Proposed actions include:
    • Changing site Wi-Fi passwords.
    • Installing physical locks on the main electrical breaker box.
    • Restricting access to the common refrigerator.
  • Police Reports & On-Site Meeting:
    • On July 10, 2026, the Events Coordinator waited for San Bernardino Police Officers at the LZ to file a report. An official online trespass police report (#T26004054) was submitted and acknowledged by SBPD on July 12–13, 2026.
    • On July 17, 2026, the Events Director met directly with the SBPD at their convenience at the LZ for an in-person follow-up report to officially process and file the July 10th online report.

Secretary’s Note: Through clear property boundaries, direct legal notices, discussions of physical utility securing, and formal reporting, the Board has established a firm, defensible enforcement posture. These measures help to ensure site safety, uphold our land leases, and preserve free flight for all members.
