Jana Pivkova General MemberWe agree that if a member is a danger to the existence of the club, or to negotiations with Encore, that member should be asked to resign. I’ve received some very troubling information and I repeat, Steve R. is not the issue (I’m sure that’s surprising to some of you). I can’t say more than that at this time, but I hope you all know that I do care about the well-being of the club. Action must be taken ASAP.

There may be bigger issues than Steve and he may not be “The issue” that you consider most concerning, but he (or his actions/lack of actions) is an issue that I believe needs to be dealt with. Hopefully the club can handle more than one issue at a time. As far as the other, “more troubling” issue that you hint at and say must be dealt with “ASAP”, it is difficult to do anything or support any actions that you propose if I or we don’t know anything about the issue. Despite some disagreement over Steve, I trust you have the best interests of the club in mind and hope you will inform the membership of your other concerns when you feel the time is right and I thank you for your previous and current work for the club. Hope to see you all at the fly in/Pasta event

Jana Pivkova General MemberSteve R. received this notice from the board yesterday. I’m curious as to who typed this up. Doesn’t a “final” notice usually require a previous written notice? Did he receive one? May we see a copy of that notice?

This notice comes after my conversation with Luke on the 14th. Luke told me over the phone and in a text message; “I promised you that I wasn’t trying to kick Steve out and I have not done that nor do I have any intention of doing that.” He also stated that he did not forward the current motion, it was a board vote. How did you vote, Luke? Who brought up this subject?I truly believe that Steve should be given an opportunity to defend himself and to have others speak on his behalf during a meeting. Due process is important and Steve can’t be reduced or dehumanized into “some homeless guy”, because he is not just some homeless guy to many of us who’ve known him longer than we’ve known some of you.
Also, it is every club member’s right to listen in on board meetings, even if we can’t participate until the general members meetings. That’s the way it’s been for decades, until Covid came along. Since Covid we’ve moved away from this model, but I think it’s time to bring it back. Board meetings need to be transparent. None of these discussions should be held in secret anymore. We need to know how each board member is representing us, or whether they are representing us at all.

I want to close the loop on this discussion so we can all move forward with the exact same set of facts regarding the notice sent to Steve. We all care about this park deeply and we need to be completely transparent about the timeline, the history, and the process the board followed.
The Long History of Warnings: Steve was absolutely not blindsided by the letter. I have personally had direct, ongoing conversations back and forth with Steve over the last 11 months, dating all the way back to July 13th of last year right after the developer served him with a notice to leave. I let him know kindly but clearly that the club could not support him in his fight against the developer, and that he was living on land that was not his and that he did not have permission to be on. Throughout all of our communication, he never changed his stance from “I’m not leaving.” I (and so many other members) consistently offered peer-to-peer support and tried to help him connect with the many community resources available, but he simply was not willing to explore the viable options for a transition off of properties where he lacked permission to be. Instead, his attitude toward the club and the board became hostile and resentful because we wouldn’t take his side against the landowners.
A Pattern of Conduct: From that point, it took the developer nearly a year in court to finally get Steve off their land. When he finally left the Encore property, he left behind a large amount of trash; he was given an extra 15 days to remove it, but he failed to do so and therefore effectively dumped it on our neighbor’s property. Following that, Steve tried to move and squat at another flight park (Soboba), but because he was trying to do the exact same thing there that he did at AJX—living on-site without authorization—they also had to ask him to leave. According to the staff at that flight park, Steve didn’t even vacate until four days after they explicitly asked him to go.
Recent Incidents at CSS: Following that eviction from the other flight park, Steve specifically sent me a message the morning of June 10th asking if he could move his RV to CSS or AJX property. I responded and told him that no single person has the authority to grant that kind of permission, and emphasized that it was especially important for the club to maintain a clean, professional stance because the mayor of San Bernardino was visiting our landing zone that very day. Yet, when I arrived at the field to meet the mayor, Steve and his RV were already there, parked in the Andy Jackson Airpark parking lot next to the containers—meaning he had only sent the inquiry after he had already moved onto the property. All the while, we were trying to hold a professional meeting with the mayor to advocate for special accommodations for our landing zone, yet his trailer remained parked there from June 10th to June 14th. We specifically asked him to move his RV to a location where he would not be breaking city ordinances. He did eventually move it out of our parking lot, but only after several days of continuous requests from the board—and even then, he just chose to move it onto other neighboring properties where he did not have permission to be, all while continuing to use the CSS landing zone facilities and amenities to support his squatting. The written letter simply formalized the verbal directives he has been given for nearly a year. We have given Steve so many chances to do the right thing—this written notice was our absolute last resort, and it genuinely isn’t something we wanted to have to do.
The Membership Process: Steve was not an active member of this club. The formal expulsion process in the bylaws exists to protect existing members from arbitrary removal; it does not apply to non-members. A third party attempting to pay dues online does not automatically create a binding contract. The board exercised its inherent duty to protect the club by declining to accept a new entry that was explicitly being used as a maneuver to circumvent local regulations and neighbor boundaries.
The Board Vote: This was a collective, unified board decision. The written notice was issued on behalf of the entire Board of Directors, fulfilling our responsibility to act as caretakers for the airpark. Our obligations to our flying community depend entirely on us doing the right thing by taking this decisive action.
The board’s position on this matter is final. If you or other members would like to assist Steve in personal ways—whether that means organizing a GoFundMe page like you’ve done for others in the past, or finding a member who is willing and legally able to welcome Steve and his RV onto their own private land—that would be a wonderful way to channel this energy. However, continuing to debate this operational boundary takes away valuable focus and resources from our pressing organizational priorities. While I always welcome healthy dialogue and constructive challenges on club matters, we have reached a point where we must align on this decision and move forward.The loop is officially closed on this matter, and our single focus remains entirely on safeguarding the future of Andy Jackson Airpark so we can all keep flying here.

I don’t find this matter closed and as far as I know, the decision was not unanimous. Can you please let me know how each board member voted?
I maintain that this is something to be discussed with the club as a whole. I will continue to insist on a discussion of this matter at the next general members meeting. Please let all of us know when that meeting will be taking place, so that we can be present.
I do not believe that Steve R. is a threat to the existence of the club, I believe that board members who take drastic actions and try to scare-monger us into compliance are the real danger.
By Laws
Section 2. Board Meetings:
A. Regular meetings of the executive Board shall be held every other month (the day, time, and location to be determined by the Board) and open to the membership.
Section 2. Special Meetings:
A. Special meetings may be called by the president or the executive Board. Special meetings may also be called by the president or the executive Board upon written notice of no less than 20 general members. Notice of special meetings shall be given to the general members at least thirty (30) days in advance
Section 1. Discipline of Members:
A. Charges of professional dishonesty, working against, or performing actions contrary to, the principles and purpose of the Society, and/or injuring the professional standing of a member may be filed in a written statement signed by five general members in good standing and sent to the executive Board.
B. The accused member shall be notified in writing of the action and shall have the privilege of being present at a special or regular meeting of the executive Board, at which the charges will be considered.

Jana, could you state …. What possible benefit it was for the club for you to attempt to buy Steve a membership in the club? What possible benefit is it to the club to currently or in the future, have him as a member? Your concerns with the “process” would be a non-issue if you did not try to make him a member. As I learn more, I am even more convinced that it is in the best interests of the club to distance itself from Steve. What is your main concern or goal….. to fix some debatable issues about “process” or is it to get Steve a membership in the club? How do you think Encore or any other neighbors or governing agencies will feel about him being welcomed as a member of the CSS? How many other homeless folks should we give membership to and for what reason? I do not understand your endgame here.

You don’t need to agree with me. I don’t expect everyone to agree. You are free to have your own opinion based on the information that you have.
To you and to other infrequent visitors to AJX, Steve is “just some homeless guy”. Why care about some poor, unsightly homeless guy? He ruins the view and the visitor experience, doesn’t he? Homeless people are a real drain on society. They’re useless, aren’t they? They don’t deserve our compassion, our friendship, or monetary reward for their labor. They’re subhuman, they’re nobody’s children and we really shouldn’t be wasting our precious time or resources on them. They don’t deserve it. Why won’t they simply call a social services number, ask for help and GTFO of our sight??
Encore is finished with Steve. He is off their property now and no longer their concern. So long as he stays off Encore property (and he will), he is no longer a “threat” to the club. Banning him from the LZ for future crimes that haven’t happened, is wrong.
Some of our board members have hypocritical tendencies. They break the club (and sometimes FAA) rules themselves, they pick and choose what club rules to enforce with whom, and I don’t agree with the way things are being handled. This selective enforcement based on personal issues is what bothers me. Their inhumane treatment of Steve is abhorrent.
Where is a current letter from Encore stating that they will go back on their word with the CSS if Steve is allowed to visit the LZ during the day? Where is a letter from Encore stating that if Steve is banished from the LZ, they won’t build houses right at the edge of our grass? It doesn’t exist! If it did, they would have presented it long ago.
Do you know what Encore is doing? They’re currently trying to shut down the park completely by claiming that we are performing illegal activities at this site. They’re not trying to work with us, they don’t care if we get to fly, they want their millions. I’m not going to sacrifice Steve for these people, just so Encore can go ahead and do what they were going to do, regardless of how much cooperation we give them.
Steve’s business outside of Encore and the CSS property is his business alone. There are no neighbor complaints. If there were, the board would have presented them as evidence. Instead, the reasons given for trespassing Steve is to “help” him, and the “proof” they presented to me is from a year ago, already resolved. I’m not allowed to share that letter, but I was able to see it, because I am on the LSFFC board. There is no other outstanding issue, but these board members would like to use this opportunity to make him disappear.
I don’t see your name on the CSS members list. Maybe I missed it. How often do you fly at AJX? I’m just curious how well you know Steve and whether you’ve had a chance to realize why many of us members find him valuable at the LZ. I haven’t seen Billie in about a year, maybe longer, and he’s also not on the members list. I know he likes to visit for a few days and then goes right back to Vegas. We like to have him, we enjoy conversations with him, but he is not all that familiar with the personalities running the board. I’ve noticed that none of the current CSS members are complaining about Steve, only a couple of the board members and the two of you. Don’t you find that interesting?
P.S. I contacted Jeremy Bishop to get his side of the Soboba story. Here’s what Mimi wrote above:

June 27, 2026 at 6:52 PM #24214Steve is not just a “homeless guy”. He is a multi generational pilot. His father flew hang gliders with Andy Jackson and Steve has flown and wants to continue to fly paragliders. He also flies remote control planes, and was right there with Corbin in sharing the love of the sling wings. He has just as much or more enthusiasm for aviation as anybody. Steve was brought to Andy Jackson Airpark as a child and has more history here than most of us, all that to say, referring to him as homeless, while true, is very dismissive and largely besides the point going forward.
When you show up to fly and notice just how nice AJX is, it is due to our hard working volunteers. Whilst we have many pilots that frequent our site, we have fewer members of the club, and even fewer volunteers who are responsible for the current amazingness of AJX, Steve is one of those very few. He is the only person I have seen to consistently remove the garbage everyone leaves behind. He consistently installs windsocks and streamers around the LZ for the benefit of all of us, he vacuums the carpets, and has participated in many a work party. He secures the tables and chairs from being blown away in the North winds, and pulls the windsocks down before they get blown away too. He turns the lights off that are often left on after everyone leaves, and locks up the hg storage containers that often get left wide open after everyone leaves. Our current president told me recently that he wouldn’t have been able to do some of the work he did last summer without Steve’s help. He has saved an uncountable amount of gear left behind by pilots.
Encore’s big claim against the CSS, was that we were “aiding and abetting” Steve to squat on their property by allowing him access to our water and electricity. He is no longer on their property. Their concerns have been recognized and solved. I don’t see how him being at the LZ during the day now, doing the work he does, is a current threat to the LZ or concern to Encore. They don’t care that he drinks our water or charge his phone, they just don’t want him on their property, and he isn’t.
Keeping him away now sounds like punishment that he didn’t leave sooner. If the concern is the threat to the park going forward, as is claimed, Steve is not a threat and nothing stated has shown that he is if he isn’t on their property any longer.
On that same note, our current president told me that Encore is not being so genuine in wanting to work with us anyway. They have stated that the homes planned to be nearest to our LZ our critical to their projects success and even questioned “Why would we appease them when they are breaking the law by landing within city limits?” So it sounds to me like we are willing to cannabalize our hard working volunteers to appease a corporation for no real return.
I admit to be speculating here but it appears to me that they just want to make money, and we are just a nuisance to their profits. They don’t give a gnats ass of interest in our continuing to fly, they would rather we didn’t. I agree that we don’t need to push them further into making our lives even harder, and cooperating as much as we can is probably good for us in the long run. I do, however, think it’s a fools errand to completely bend over, just to get stuck in the backside in the end anyway.
Our club is better off with more hardworking volunteers, not less. While everyone has their pros and cons, I consider Steve to be an asset and not a liability. We are better for having him around than we are to not have him around.
We are not vouching for more homeless people to come live at the LZ. We aren’t even vouching for him to live here, he is expected to leave every night like everyone else. By the way, we don’t even enforce that rule for anyone else as many people stay overnight. That is another selective enforcement issue.
We are vouching for our hard working members of our free flight community.
Kicking him out is wild to me. Hey thanks for all the hard work, don’t let the door hit you on the way out. I’m pretty sure Andy and Juanita would be less than pleased to see this denial of day use and trespass action taken against such a friend of free flight.Have fun out there, I know I will.

I want to clarify the timeline regarding the other flight park to ensure the record is accurate. Steve did not have permission to be at Soboba; he simply arrived on the property without authorization. What I was told during my conversation with the staff was that Jeremy had to leave town for a family emergency within 24 hours of Steve’s unannounced arrival and was not part of the process of getting him to leave. I had a long, detailed conversation in person directly with the Soboba staff who were left on-site to handle the situation and enforce park rules. According to them, Steve overstayed his welcome and did not vacate the property until four days after they directed him to do so.
Regarding the CSS notice, the board acts as a collective governing body. All formal notices and actions are issued strictly on behalf of the entire Board of Directors to fulfill our unified duty to protect the club and the landing zone.
I am going to respect the board’s decision and do my best to support it so that we can focus our time and energy on our upcoming club priorities. If anyone wishes to assist Steve with personal resources or private land solutions, we fully support those individual efforts. Moving forward, the board’s single focus remains entirely on safeguarding the operations and future of Andy Jackson Airpark.

Thanks for alerting me that my name is not on the club roster, although when I checked to see if I am current, the renewal link shows I am. I have been flying Crestline and Marshal off and on for over 30 years and before the current AJX LZ even existed, and I have supported the CSS in varying ways over that time. I don’t understand what the frequency of my flying there has to do with this discussion. I plan to continue to support the club even after my flying days are over. You are also projecting quite a bit when I refer to Steve as homeless as if I consider calling someone homeless to be a pejorative or look down on their situation. I don’t disparage folks for being homeless but I also don’t absolve them from being responsible and accountable for their actions or their effects on others. Regarding Encore, I have no illusions that they will not act in their own best interests, possibly to our detriment but I believe that the chances of them wanting to take the clubs interests into consideration can be greatly diminished by granting club membership to someone that they have been in an adversarial relationship with. It literally boggles my mind why you think having Steve become a club member would be a good thing for the club while use of our current and future landing approaches are, (pardon the pun) “up in the air”. I appreciate that he has apparently done some good work for the club, but I could care less about that, if he is even a fraction of the reason why we may end up losing half of our landing approaches which would reduce the safety or flyability of our site. Perhaps if, or once we are able to secure a long term agreement with encore, Steve’s presence at AJX may not be a concern, except that apparently he is continuing to break the law by illegally squatting on other neighbors properties and that will likely adversely affect the club as well, now and in the future. Please tell me that you don’t think a members conduct outside of the confines of AJX should have no bearing on their membership. You can disparage my humanity, but I make no apologies about being more concerned about the CSS/AJX then about Steve’s association with our club and site. As for your emotional appeal as to what my friend Steve Corbin and what perhaps Andy and Anita would have thought, I believe they would also be more protective of the Club, but again I prefer to base most decisions on reasoning and not emotion. If you want to sway my opinion you can drop the appeal on my heartstrings. I believe Steve’s presence at AJX or membership in the CSS is currently a detriment to the club. I didn’t know that you had to call Soboba ahead of time to let them know you’re coming. Is that a thing? Is there a reservation process we should be aware of? I don’t see any reservation info on their website.

I’m going to have to give more weight to Jeremy’s reply here, as it is his site. I trust his staff would have communicated these issues to him and he would have told me whether Steve had done anything wrong during his stay at Soboba. At the very least, he would not have said that “He was great to have around” if he was causing problems. Your account of his stay at Soboba doesn’t match Jeremy’s version, and it is troubling that it differs to such a degree. That’s all I can say. Your version makes him sound like an unruly trespasser. Jeremy’s version makes him sound like a visitor. What other encounters with Steve are being misrepresented in order to justify his removal?

I know how it works. I’ve spent years on the board. Can you please tell us how you, Luke, Ben, Jamie, Erika, Nate, Jeff and Brian voted in regard to this matter? The vote should have been accessible to the general membership during one of your board meetings, as is stated in the By Laws. I’d like to know how each of you are representing the general membership and whether it aligns with our vision for the flight park.

If your name is not on the club roster, your membership is not current. Maybe the CSS webmaster can fix that for you, or fix the subscription info under each member profile. It can be unnecessarily confusing and you wouldn’t be the first to have that problem.
Your frequency of flying is relevant, because if you don’t spend a lot of time at the LZ, you are not familiar with some of the personalities on the board, their level of honesty, their familiarity with the site & its members, their treatment of others around them, their personal history with Steve, or their biases. It’s hard to imagine someone would make things up in order to justify unpopular actions, but unfortunately it happens. I have seen it with my own eyes.

Steve is being held responsible for his actions. He vacated the property where he was squatting. He is no longer an issue for Encore.
The other neighbors are not, and have never complained about him. The “what ifs” aren’t actual crimes, they’re imagined scenarios, and some of the board members would like to punish him for the crimes they imagine he might commit. He never had a chance to defend himself and he deserves to be able to do that, because he’s been a pilot, a member and a volunteer.
Besides squatting on Encore land, he has never done anything egregious, unlike a few current members who get to enjoy the LZ after committing violent crimes, severely threatening the site with their illegal actions and harassing other members, or they continue to leave their campers on CSS property for days and nights at a time. Selective enforcement once again.
Encore is NOT monitoring CSS memberships. They care about one thing and one thing only, Steve off their land. He is off their land. They don’t care what happens to Steve now that he’s off their land, but the President and Events Coordinator don’t seem to care about these facts, they simply want a reason to make him go away and they will push this imaginary “threat to AJX” to scare some of you into believing that Steve will somehow bring the club to an end.
Meanwhile the board has been ignoring many of their necessary duties since last year and has been jeopardizing our 501c non profit status. Hypocrisy, abuse of power and dishonesty at work.

I don’t recall the board EVER doing background checks on its membership. I don’t recall the board ever going around the parking lot, checking license plates and removing people for crimes committed outside of AJX. I have no idea what crimes you may have committed outside of AJX. We may have serial killers among us and I wouldn’t know it. I have, however, witnessed physically violent behavior at the LZ by members who are currently continuing to enjoy AJX! Selective enforcement.

I’m reading what you write and that’s all I have to go on. Steve is not an actual threat to the club, though a board member or two would like to misrepresent the situation to accomplish their personal goals of removing him. I’m still waiting for proof that Encore requested Steve is never to set foot on CSS property, after he vacates their property.
June 28, 2026 at 12:35 PM #24225We cannot manage the survival of this flight park based on emotional appeals and misunderstood truths. Jana, you mentioned that only the President and Events positions are behind this, but as Vice President, I am fully aligned with this direction.
While a few members are looking at this through the lens of personal friendship, the board is looking at it through the lens of legal and operational survival. This collective executive decision was made to protect the future of AJX for everyone who keeps the CSS in their best interests.

I would like to know how each member of the board voted on this issue. I’ve asked at least twice now and I have yet to get an answer. If it’s a collective decision, then it should be easy to say “Every single one of us voted to have Steve trespassed and we all feel he is a threat to the existence of the club”. Is that the case? Did everyone on the board vote to take this action?
I know that you’re not likely to disagree with the Events Coordinator and vice versa, because the two of you are a (married?) couple. I’m beginning to realize that both of you being on the board is a terrible idea, as it almost guarantees that the two of you will agree on most issues and vote the same way, whereas if there wasn’t a relationship there, both of you would be far more likely to make independent decisions of each other.
I’m not looking at this from an emotional point of view, I am evaluating all the information and weighing the pros and cons of your decision. I see more cons than I see pros, I haven’t been presented with any proof of Encore demanding that Steve never be allowed on CSS property again, and I know for a fact that personal bias is at the heart of this issue more so than any “threat” to the club. I’m not new here, I’ve seen and heard things, I know how certain people operate. I wish I could say that all of you are “fair & balanced”, but I know better.
June 28, 2026 at 1:53 PM #24231It saddens me to see such division among the CSS members. But I have seen these challenges over the years and I remain hopeful that the members will continue to choose directions that preserve our flying site.
I’ve known Steve on and off since the early 80’s and I’ve been a CSS member since several years prior to that.
Some things are apparent to me.
1. The CSS and Encore both disallow overnight camping on their respective properties. In this respect they share a mutual interest in dealing with campers.
2. I have not seen any evidence of actual damage done to the CSS negotiating position with Encore due to Steve’s overnight camping.
3. I have been told that Steve is no longer making overnight stays at the Andy Jackson Airpark.
4. The CSS board of officers conducted a meeting to discuss banning Steve from enjoying day visits to the airpark. Steve was not invited or allowed to defend himself at that meeting which violates the CSS Bylaws. I recommend that the discussion and vote be held again only this time allow Steve and his peers to speak.
6. The meeting which voted to ban Steve should publish how each officer voted. They are my representatives for decisions affecting the future of our site. Without knowing how each officer votes in matters, how would I be able to make informed decisions about who I will vote for in next year’s elections.
